NOTICE OF 7-BUSINESS DAY PUBLIC COMMENT PERIOD

Rocket Pharmaceuticals Access and Affordability Plan for KRESLADI™

California Institute for Regenerative Medicine (CIRM)

Pursuant to CIRM’s Intellectual Property Regulations and Access and Affordability Plan requirements, the California Institute for Regenerative Medicine (“CIRM”) hereby provides notice of a 7-business-day public comment period regarding the proposed Access and Affordability Plan (“Access Plan”) submitted by Rocket Pharmaceuticals, Inc. (“Rocket”) for KRESLADI™ (marnetegragene autotemcel).

The public comment period will begin on Friday, August 28, 2026, and close on Tuesday, September 8, 2026.

The Access Plan describes Rocket’s proposed approach for providing access to eligible Californians who have “no other means” to obtain the Drug, as required by Proposition 14 and applicable CIRM regulations.

The non-confidential portions of the proposed Access Plan will be made available on CIRM’s website for public review and comment during the public comment period.

Members of the public are invited to submit comments regarding the proposed Access Plan.

Oral Comments

CIRM will provide an opportunity for oral public comment on the final day of the 7-business-day public comment period.

If the number of persons wishing to speak warrants, CIRM may limit the time allotted for each speaker in order to provide all interested persons an opportunity to be heard. Oral comments carry no greater weight than written comments.

Confidential Information

Certain portions of the Access Plan have been withheld from public disclosure because Rocket has identified those materials as containing confidential intellectual property, commercially sensitive information, and/or protected work product. CIRM has conducted a review of those confidentiality designations and finds them appropriate pursuant to applicable law, including Proposition 14 and the California Public Records Act.

CIRM Review Process

Following the close of the public comment period, CIRM will review all timely submitted comments prior to making a determination regarding approval of the Access Plan.
