OPEN SESSION

  1. Call to Order
  2. Roll Call.

    [Members of the public will be invited to provide testimony before or during consideration of each agenda item. Speakers are asked to limit their testimony to three (3) minutes.]

    1. The Honorable Philip Angelides, State Treasurer
    2. The Honorable Steve Westly, State Controller
    3. The Honorable Tom Campbell, Director of Finance
    4. Robert Klein, Chairperson, Independent Citizens’ Oversight Committee, governing body of the California Institute for Regenerative Medicine
    5. Michael A. Friedman, M.D., Member, Independent Citizens’ Oversight Committee
    6. Ted W. Love, M.D., Member, Independent Citizens’ Oversight Committee
  3. Election of Finance Committee Secretary to administer the California Stem Cell Research and Cures Bond Act of 2004.
  4. Designation of Clerk, Officer or Employee of the Committee to attend any closed session of the Committee for purposes of keeping a minute book of any closed sessions.
  5. Provision of a copy of the Bagley-Keene Open Meeting Act to each member, pursuant to Government Code Section 11121.9.
  6. Per Government Code Section 16760, authorize the State Treasurer to employ bond counsel for legal opinions related to the sale of bonds and commercial paper under the California Stem Cell Research and Cures Bond Act of 2004.
  7. Consideration of Resolution I, under the California Stem Cell Research and Cures Bond Act of 2004, authorizing the issuance of State of California Stem Cell Research and Cures Bonds or Commercial Paper Notes In the Aggregate Principal Amount Not to Exceed $3,000,000,000. (Including provisions authorizing the agency to obtain loans from the Pooled Money Investment Account or the General Fund).
  8. Consideration of Resolution II, under the California Stem Cell Research and Cures Bond Act of 2004, authorizing the issuance of State of California Stem Cell Research and Cures Refunding Bonds In the Aggregate Principal Amount Not to Exceed $3,000,000,000.
  9. Consideration of Resolution III, under the California Stem Cell Research and Cures Bond Act of 2004, authorizing the issuance of State of California Stem Cell Research and Cures Bond Anticipation Notes in the Aggregate Principal Amount Not to Exceed $300,000,000.
  10. Adjournment to a closed session to confer with legal counsel, pursuant to Government Code Section 11126(e)(2)(C), regarding the possibility of initiating litigation pursuant to Code of Civil Procedure Section 860 et seq. to determine the validity of any bonds it may determine to issue and contracts it may determine to authorize pursuant to Agenda Items 7, 8, and 9 above, and matters pertaining to such litigation.
  11. Reconvene open session
